Chiba Labor Bureau Rules Use of ALTs Illegal

The Chiba Labor Bureau has declared the use of ALTs in Kashiwa City illegal and suspended the program for three months. The board ruled that the outsourcing company was in violation of the Workers Dispatch Law. The Mainichi Shinbun reports: 'Under the current law, companies and other business operators must offer a direct contract to their temporary workers after they have completed the first three years of work. Moreover, the Ministry of Health, Labor and Welfare's labor guidelines require a minimum three-month interval before the two parties enter into another temporary contract.'

While this is good news for those seeking to call more attention to the problem of illegal ALT dispatching, it also means for foreign teachers out of work at least in the short term. It also seems not to have had much of an effect- in a poll over 60% of school boards said they are not planning on changing their hiring practices.
