Why are Japanese TOEFL scores low?

This article from The Diplomat suggests that the lack of English ability in Japan stems from a lack of students understanding the difference between western-style and eastern-style communication. It suggests that if students had more discussion and debate in classes instead of word lists and tests they would be able to master English communication. It seems to be a bit difficult to say Japan's low TOEFL scores are a result of a lack of communication skills since only the internet-based TOEFL has a speaking component and even then Japan's emphasis on test taking should lead to higher scores, yet don't. But student's lack of communication skills is a topic most teachers can find something to say about. The amount of time devoted to grammar vs the amount of time students can spent speaking is still quite skewed. For those who teach their own classes they can have control over the planning, but for those who don't it can be frustrating to witness even bright students forced to do grammar drills instead of communicating.
